Mexico Telecom: Cautious Optimism
Mexico’s
telecom reforms will bring nearly 150 percent more in investments over the next
six years than were invested between 2007 and 2012.

MEXICO CITY-- When Mexico enacted telecom reforms earlier this year, it established a constitutional right to broadband Internet access. Such is the difficulty of overhauling a sector long dominated by the country’s richest man, Carlos Slim and his cellular and fixed-line giant, América Móvil, that many of the changes were enshrined in the constitution – mainly to curtail legal challenges to regulations that Mexican incumbents in the telecom and TV industries have used to maintain the status quo.
“If you don’t put it in the constitution, it doesn’t have the weight that would be required,” says Carlos Silva Ponce de León, independent telecom analyst in Mexico City.
